Save the Children in Yemen is looking for eligible candidates for the position of
Head of sub-office Ibb – Location: - Ibb
The head of sub-office is a managerial role responsible for the oversight, development and management of all Save the Children International (SCI) programmes within Ibb governorates managing Human Resources, Logistics, Security, Representation and Advocacy. S/he will work under the supervision of the Field Manager Taiz. In fulfilling his/her responsibilities, including budget holding, s/he will work with other senior managers to ensure programs are carried out in line with SCI’s country and global priorities.
SCI is a 'dual mandate' organization and as such equal priority will be given to both humanitarian and development work. SCI strives to ensure the fundamental rights of children, such as survival, safety, constant access to protection and education can be guaranteed. As part of a commitment to working with children through humanitarian interventions SCI support programmes in both sudden onset and chronic emergency situations.
At times, given the context of Yemen, the head of sub-office will be expected to work outside the normal role profile to reflect the elevated inputs required in responding to an emergency and be able to vary working hours accordingly.
KEY AREAS OF ACCOUNTABILITY:
·The operational planning of activities for the overall implementation of SCI’s activities in Ibb.
·Effectively using support services (logs, Admin, HR, and Finance) to undertake key activities and work cooperatively with Field Manager Taiz and all Program coordinators to ensure all activities run efficiently, effectively and of the highest quality.
·Working with the Field Manager Taiz and Technical Advisers (TA) to support the development of SCIs Yemen response strategy, Sub-office Response Strategy, the master budget and results framework.
·Contribute to high quality concept notes and proposal development.
·Prepare and oversee programme operations to ensure timely delivery of programme activities (for example, monitoring against log-frames, individual performance management work-plans).
·Oversee the monitoring of, and regular reporting on, all Awards managed in the Sub-office ensuring the highest level of integrity, accountability and program quality.
·Ensure that all reports, whether internal or external, are high quality and submitted on time.
·Oversee multi-agency coordination in designated sub-office area, and lend support to overall interagency clusters where appropriate.
·Develop and implement an effective safety and security management plan for Ibb sub office ensuring these are revised at regular intervals to reflect changing and emerging security situations.
·Ensure all new programmes are developed reflecting and taking into consideration the changing security environment and associated contingencies are robust.
·Manage logistics processes to ensure procurement, storage and distribution of stock, supplies and services of high quality and in a timely manner.
·Ensure adequate staffing and staff structure for the sub-office in consultation with Taiz Field manager Programme development and Quality (PDQ) and Operations teams reflecting the real needs and effective efficient implementation of programs. Support FO recruitment mechanisms ensuring effective performance management processes are in place and utilized.
·Ensure that the minimum standards of humanitarian relief are maintained in accordance with the SCI standards, Sphere Charter and Red Cross Code of Conduct.
·Identify learning and training opportunities for SCI staff in the sub-office.
·Implement a partnership strategy, ensuring implementing partners are selected and assessed in accordance with SCI procedures
·Develop an appropriate partner capacity building strategy, identifying areas were partners can build SCI capacity.
·Ensure SCI's work is coordinated with the respective Government authorities, other agencies and local communities in the respective sub-office location,
·Take a leadership role within Interagency Coordination forums, ensuring the needs of children are being addressed.
·Identify opportunities and material to contribute to communications and media work, acting as a spokesperson when required.
·Ensure accountability to beneficiaries and humanitarian principles are mainstreamed in all programmes.
·Work with the Monitoring and Evaluation Accountability Lessons Learned (MEAL) Advisor and Taiz Field Manager to ensure MEAL staff are appropriately utilized to strengthen community engagement, analyses and share data and discover and disseminate lessons learned within the sub-office and address reporting requirements.
·Ensure that all staff comply with SCI policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
·Ensure the security, health and well being of all staff
·Ensure that staff management and other processes and policies and systems reflect SC's principles of equity and fairness.
·Management experience working in an emergency response context or fragile states
·Education to Masters level in a relevant subject or equivalent field experience
EXPERIENCE AND SKILLS
·Previous experience of managing a small-medium team (20 -50 staff)
·Previous experience of project management, including multi sector programmes
·Budget management experience including institutional donors
·Security management experience in insecure environments
·Sub-office level representation with key stakeholders and co-ordination with other NGOs/UN
·Demonstrable experience of M&E and beneficiary accountability
·Ability to write clear and well-argued assessment and project reports
·Excellent communication skills
·Strong influencing skills and experience in advocacy
·Politically and culturally sensitive with qualities of patience, tact and diplomacy
·A high level of written and spoken English
·The capacity and willingness to be extremely flexible and accommodating in difficult and insecure working circumstances.
·Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support to beneficiaries.
·Previous experience managing a refugee response

·Arabic speaking and writing
